With more new arrivals from the scorched countryside pouring in every day the city is building an enormous underground housing project. Meanwhile every level of government has been marginalized -- corporate power and cronyism run the show. The biggest corporations are feudal lords become immortal, with complete control over the millions of people with no choice but to swear alleigance to them. And, yes, there are flying cars.
